The right to be appointed an attorney?

Can somebody tell me where the right to an appointed attorney for a criminal defense comes from? Is this a constitutional right and if so what part of the constitution. I have been told that in Harris County, Texas there is a presumption that if you can post bond you can afford an Attorney and one will not be appointed for you. Can they do this? I appreciate you taking the time to reply. PS. I’m not a criminal this is for a paper.

the person has to file a request for a public advicute, and
a paper that states you are indigent, and cannot aford
to pay for legal representation.
